Welcome to North Rim Condominiums—a vibrant community of 296 townhomes set across eleven beautifully landscaped acres in the heart of San Diego. Our residents include both homeowners and tenants who enjoy the comfort and convenience of living in a well-maintained, connected neighborhood.
Each resident is responsible for maintaining their exclusive-use areas, while the North Rim Homeowners Association manages the shared common spaces and amenities—including the clubhouse, pool, spa, sauna, and three tennis courts. The Association also maintains our private streets: River Glen Row, River Vista Row, and Canyon Rim Row. Northrim Court, however, is a public street maintained by the City of San Diego.
The North Rim Homeowners Association has created this Information Book to help foster a welcoming, well-cared-for community and to preserve property values. Each Member is responsible for following the rules outlined here and for ensuring their family members, guests, invitees, employees, contractors, and tenants also comply.
Successful community living depends on a shared sense of responsibility, common sense, and mutual respect. We encourage all Members and residents to read this Information Book carefully and refer to it as needed. The guidelines and rules are designed to promote safety, harmony, and pride in our North Rim community.
The Association provides limited security coverage. When on duty, the Security Guard may be contacted by calling 858 278-3098 (0ffice) or 858 740-7636 (Cell). You may also send email to northrimguard@hotmail.com. If you have an emergency, call 911 first.
Living Units may only be used and occupied for private, single-family dwelling purposes. They may not be used in any manner that unreasonably obstructs or interferes with the quiet enjoyment of other residents.
Businesses operated out of residents' units must conform to the City of San Diego code requirements for home-based businesses. Residents must register their home-based business and furnish a copy of their current business license to the Association along with the annual Resident Registration Form.
Residents are responsible for disposing of their waste. Littering in the common areas is prohibited.
Radios, televisions, musical instruments, party activities, and other noise sources (including barking dogs, car horns, extended warming-up of vehicle engines, power tools, etce) must be restricted at all times to a level that does not unreasonably disturb other residents. Be considerate of others and remember that your neighbors may not keep the same hours that you keep. Power tools may be used from 8 A.Me to 6 P.Me Monday through Saturday, 11 A.M. to 6 p.m. Sunday, and are prohibited on the following legal holidays: New Year's Day, Martin Luther King Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day.
Threatening, scolding, berating, haranguing, reviling, or otherwise accosting the Security Guard, landscapers, Manager, or any other employee, vendor, contractor, contracted service employee, or representative of the Association is prohibited. Assault on or battery of any the persons protected by this Rule is also prohibited.
Only customary window coverings (i.e., curtains, shutters or blinds) may be installed; foil, newspaper, bed sheets, blankets, plywood, etc. are not permitted.
Garage doors are to be kept closed except for ingress and egress.
Garage sales, estate sales, yard sales, etc., are not permitted at any time.
Vehicles shall not be overhauled or repaired within the complex. EMERGENCY REPAIRS ONLY ARE PERMITTED.
The storage of gasoline or similar fire accelerants is prohibited.
THE SPEED LIMIT WITHIN THE NORTH RIM COMMUNITY IS TEN (10) MILES PER HOUR. Exhibitions of speed, speed contests, wheel spinning, or other reckless or unsafe driving is prohibited. Advise your guests and vendors.
River Glen Row is a one-way street onto which the traffic flows from Northrim Court to the intersection of River Vista Row and Canyon Rim Row. Vehicles violate this rule by traveling against the flow of traffic regardless of the orientation of the vehicle (e.g., backing out of River Glen Row onto Northrim Court). Advise your guests and vendors.
Canyon Rim Row is a one-way street onto which traffic flows from the intersection of River Vista Row and River Glen Row to North Rim Court. Vehicles violate this rule by traveling against the flow of traffic regardless of the orientation of the vehicle (eoga, backing into Canyon Rim Row) Advise your guests and vendors
Vehicles may not be driven onto, over, or across the sidewalks adjacent to the Private Street or any of the unpaved portions of the Common Area (shrubbery, sprinkler heads, etc.). Advise your guests and vendors.
Vehicles parked on the Private Streets must be parked facing the direction of traffic, parallel to the curb, with the tires within eighteen inches of the curb, and with front wheels turned in to the curb when parking on a grade to prevent the vehicle from rolling. Advise your guests and vendors@
Vehicles may not be parked on the Private Streets in the same position in excess of 72 hours unless authorized by the Security Guard in advancee Advise your guests.
Residents are prohibited from parking on the private streets (except when loading or unloading for a period of less than 2 hours or residents possessing a valid disabled license plate or placard) unless they have obtained a Resident Parking Permit from the Association. Any vehicles in violation will be subject to tow and/or penalty
Vehicles shall not be parked at garage doors, on garage aprons, in driveways, or in front of curbs painted red (to indicate clearance required for emergency vehicles). The driveways are fire lanes and must be kept clear. Vehicles parked in the driveways will be towed, without notice, at the owner's risk and expense. Vehicles may be parked in the driveway for short periods of time for purposes of washing/waxing or loading/unloading, so long as they do not block the ingress and egress of other residents and are not left unattended.
Parking oversized vehicles (i.e., any vehicle that will not fit into the garage) for more than two (2) hours (for the purpose of loading and unloading) on the Private Streets is prohibited. Disabled residents may park oversized vehicles on the Private Streets if the vehicle is the resident's personal and only vehicle and displays a valid disabled license plate or placard.
Campers, boats, trailers, recreational vehicles, all-terrain vehicles (ATV's), or other such vehicles must be stored in a garage and may not be left on the Private Streets or driveways.
Moving vans shall not be parked on the Private Streets overnight.
Unless otherwise authorized by the Security Guard in advance, moving/storage containers may be delivered no earlier than 8 A.M. and must be picked up no later than 5 P.M. following day. No containers are permitted on trash pickup days. No more than three containers may be placed on the private streets by a resident on any given day. Any exceptions to the above must be authorized in advance by the Security Guard.
Repeated noise resulting from a malfunctioning or overly sensitive vehicle alarm is prohibited. Any vehicles in violation will be subject to tow and/or penalty.
The Association limits the number of Resident Parking Permits issued, and they are only available to Residents that are using their garage space to its maximum intended capacity for the purpose of parking vehicles. All garaged and permitted vehicles must be the property of the resident(s) of the unit, street-legal, and registered with the Department of Motor Vehicles. Resident Parking Permits are issued for specific vehicles and may not be switched for use with any other vehicle.
The following applies to Resident Parking Permits:
Resident Parking Permits are subject to a monthly fee. Resident Parking Permit fees are due in advance, on or before the first day of each month, and are late (and subject to a late fee) after the fifth day of the month.
Vehicles belonging to residents that are parked on the Private Streets with an expired or no Resident Parking Permit are subject to tow and/or penalty.
Residents are limited to one parking permit per unit.
Parking permit availability is not guaranteed; they are limited in number and are provided to qualified applicants on a "first come, first served" basis. A waiting list will be maintained for those unable to obtain a permit immediately.
The Association will verify annually that each permit holder still qualifies for a permit.
Visitors may park on the private streets for up to 8 days per calendar month without a permit.
For guests staying longer, the Association can issue a Visitor Parking Permit, valid for 15 days. A maximum of two permits (30 days total) may be issued for the same vehicle within any three-month period.
Please plan accordingly for extended guest visits.
All are part of the common area, although they are reserved for the exclusive use of residents of the individual units that they serve. Housekeeping of these areas is the responsibility of the residents and is subject to the following limitations:
They may not be used for drying laundry, towels or rugs
They may not be used for storage
They may not be used as dog runs
The installation of artificial turf, carpeting, or other floor covering is not permitted
Potted plant placement is limited to exclusive use areas (entry areas, decks and balconies), all plants must be kept in good condition, and all dead plants must be removed
Pet food, birdseed and water should not be left on patios or entryways because these items attract coyotes, skunks, rats and other pests; birdseed feeders shall not be installed
Nails, staples, screws, eyebolts or similar hardware that penetrates the wood or stucco exterior surfaces of the buildings are prohibited
Potted plants placed on horizontal stucco or the floors of the patios, entryways, decks, or balconies, must be on nonporous, commercially purchased saucers (unattached to the underlying surface, to prevent penetration of the wood or stucco exterior surfaces) and, if the weight of the plant, pot and soil together exceeds fifty pounds, then also placed on rolling plant coasters for easy relocation
Potted plants must be moved often and the saucers must be replaced when cracked or broken to prevent the degradation of the surfaces upon which they rest
Potted plants on deck, balcony, entryway, or patio walls and rails may not exceed one-gallon in size or twelve pounds in weight and must be secured (without penetration of the underlying wood or stucco exterior surfaces) to prevent the pot from falling
Where balconies overhang entry areas, potted plants are restricted to floor surfaces only
Potted plants must not be watered so excessively that the water not absorbed by the soil exceeds the capacity of the saucer upon which it sits
Trash and recycling are collected once a week by a private waste management service contracted by the Association. Please place your items in the designated containers, which are picked up by automated trucks using mechanical arms.
To help keep our community clean and safe, please follow these basic guidelines:
Containers must be placed in the street with the wheels at the curb. Containers should be placed at least two feet apart so that the mechanical arm of the trash truck can grasp each container separately.
Containers must be placed in the street with the lid completely closed and no overflow trash exposed.
Containers may not be placed in the street before 5 P.M. on the day prior to collection and containers must be removed from the common area and stored in garages (not in driveways next to garages) by midnight on the day of collection.
All trash and recycling containers are required to have a unit number clearly labeled on the lid or front of the container. Containers without unit numbers may be confiscated by the Security guard.
The blue recycling containers are for the disposal of recyclable glass, plastic, metal, and paper only. No other materials may be placed for collection in the blue recycling containers.
No vehicles may be parked on either side of River Vista Row or on the right side (outer side) of River Glen Row or Canyon Rim Row from 5 P.M. the day before collection until after trash is collected. Vehicles parked in violation of this rule are subject to tow with no further notice. Advise your guests and vendors.
No person may deposit waste (e.g., household or pet) in any trash or blue recycling container that has been left at the curb for collection after collection unless the container is the container assigned to the unit in which they reside.
The Association does not provide for collection of anything other than ordinary household waste. Residents must individually arrange for disposal of construction materials, furniture, appliances, and other large items.
Appropriate holiday decorations are permitted subject to the following restrictions:
Outdoor lights must be Underwriters Laboratory (UL) approved
Decorations placed in or on common areas should be attached without nails or staples and in a manner that does not damage the common area
Decorations and associated hardware must be removed within two weeks following the holiday
May not be used to clean patios, entryways, decks, balconies, garages or streets
May not be used without a control nozzle;
May not be left unattended with the valve open (an unattended hose under pressure could burst)
To help maintain a safe and welcoming environment for all residents, we kindly ask that children’s toys, bicycles, and similar items not be stored in the common areas. Trees should not be used for swings, climbing, or other play structures.
Children are welcome to play on grassy areas but should avoid landscaped zones such as hillsides, flower beds, or plant areas. For safety, all children’s outdoor activities should be supervised by an adult at all times.
While traffic on our private streets is minimal, these areas are not designated for play. Children should refrain from using the streets for recreational purposes.
In accordance with California state law, anyone under the age of 18 must wear a properly fitted and fastened helmet when riding a bicycle or scooter—or when riding as a passenger on a bicycle—on the private streets within our community.

Skateboarding is not permitted within the complex at any time.
Coyotes are frequent visitors to North Rim, often arriving before sundown and not leaving for the day until after sunup. Pets left outdoors overnight may be at risk. Residents are strongly cautioned to be on guard when outdoors with pets.
A maximum of two usual and ordinary household pets (exclusive of caged birds) may be kept in any unit. No other animals are permitted.
Commensurate with the City and County ordinances, dogs must be on a leash (i.e., any rope, leather strap, chain or other material six feet or less in length, intended to be held in the hand of a person for the purpose of controlling an animal to which it is attached), under direct and effective control of resident, or in the resident's unit including the exclusive use balconies and decks. An animal is not considered leashed if the leash is not in the hand of a person capable of controlling the animal or if the person is not actually controlling the animal attached to the leash.
Pet waste deposited on lawns, sidewalks, paths or other Common Areas must be removed immediately and properly disposed of by the animal's caretaker.
The Association may banish any individual pet that displays aggressive behavior or is a persistent nuisance.
Each unit has a main water valve that can be used to turn off the water without affecting other units.· You should locate and test it in preparation for an emergency.
If it becomes necessary to turn off the water to the entire building, notify the Management Conq;:,any. Management will schedule this nonemergency plumbing repair between the hours of 9 A.M. and 2 P.M. on Mondays through Thursdays and arrange to turn off the water to the building.
Members must notify their neighbors, in the building that will be affected, of the date and time of the scheduled building water shut-off by posting an advance notice printed on an 8½" x 11" sheet of paper on the bulletin board at the mailbox that serves the affected building. DO
NOT ALLOW YOUR CONTRACTOR TO TURN OFF THE BUILDING VALVE. A MONETARY PENALTY PLUS THE COST OF REPAIRS APPLIES IF THE VALVE IS DAMAGED.
Management will arrange to have the building valve turned off.
The Association maintains insuranc$ to protect it against loss to the common areas and liability to third parties. Certificates of insurance are available if required. The insurance that the Association carries is not intended to protect the insurable interests of individual Members or residents and recommends that they investigate and provide for their individual insurance needs separately.
In certain circumstances, Members or residents may be held responsible for payment of the deductible applicable to claims made against the Association's master policy. Therefore, Members and residents should obtain adequate coverage for that event and to cover their personal property, window, wall, floor coverings, and the other separate interests of the Members that are excluded from the master policy.
If you loose your mailbox key, contact Management
The mailbox bulletin boards may be used by Members and residents for posting information. Messages must be placed on cards (maximum size of 4"x 6"), dated, and removed after 30 days.
Owners are responsible for maintaining smoke detectors, carbon monoxide detectors, and any other such detection devices pursuant to the latest state regulations or municipal codes.
Carbon Monoxide Detectors are appropriate in homes with attached garages or fuel-burning appliances including fireplaces.
Check your detectors regularly to be sure they are operating properly.
Multiple detectors should be installed in each condominium (i.e., in the garage, on the main floor, in the hall area leading to bedrooms, and in each bedroom).
Battery-operated smoke detectors, or, if hardwired, detectors with battery back-ups should be installed in case a fire results in the loss of electrical service.
A good time to check the batteries and test the alarms is when you set your clocks for Daylight-Saving Time.
All residents are cautioned to exercise care in the use of their fireplace. You are encouraged to use hard woods (e.g., oak, eucalyptus, etc.). However, it is also recommended that manufactured logs (e.g., Duraflame or Pine Mountain) be used since this type of log burns cooler, which results in less wear on the fireboxes and produces less residue. Do not cook food or burn scraps, newspapers, lumber, pallets or Christmas trees that could create excessive smoke or sparks, or otherwise increase the risk of damage to your unit and to those around it. It is recommended that your chimney be checked on an annual basis and cleaned when necessary to avoid the accumulation of residue.
The Association contracts for pest control in the common areas. Residents should contact Management to report the presence of pests.
The Recreation Area consists of the Clubhouse, pool, spa, sauna, tennis courts, and areas associated with these facilities.
The following rules apply to the use of the Recreation Area:
The Recreation Area is for the use of residents and their guests only. Non-resident owners relirquish the right to use the Recreation Area when their unit is leased.
Each unit is assigned a FOB entry card to the Recreation Area. This card is the property of the Association and must be carried at all times when using the facilities. Notify Management in case of lost FOB card.
Use of the Recreation Area is restricted to residents and a maximum of 4 guests of each unit at any one time. Residents must accompany guests at all times while in the Recreation Area.
Entry shall be through the gate only. Climbing over a wall, fence or gate is prohibited. The gate must be kept closed except during ingress/egress.
No one under the age of 14 years may use the Recreation Area unless accompanied by an adult of a minimum age of 18 years. No one under the age of 5 is permitted in the spa.
All clean-up is the responsibility of the resident using the facilities.
Only unbreakable containers are permitted in the tennis courts, pool, sauna, spa, and barbeque grill areas (i.e., NO GLASS).
Sound is to be kept at a level that does not unreasonably disturb others.
Rowdy behavior or excessively boisterous activity is prohibited.
Bicycles, roller skates, scooters, and skateboards are not permitted.
Pets are not permitted.
No smoking (or similar fume-producing action such as 'vaping') is allowed in any recreation areas.
The pool area is available from 6 AM to 11 PM. daily. Due to close proximity of the pool to living units, "QUIET HOURS" are to be observed between 10 PM to 11 PM and 6 AM to 9 AM
No children under the age of 5 years are permitted in the spa.
Any person who has not mastered toilet training must wear a swim diaper while using the pool.
Defecation and urination while lD or around the pool or spa are not permitted at any time.
Usual and customary swimming attire is required. Neither "cut-offs" nor blue jeans meet this requirement.
All hair pins must be removed before entering the pool.
Pool furniture is to be used on the decks around the pool and not in the pool or spa.
Absolutely no foreign substances such as bubble bath, soap, beer, etc., may be added to the pool or spa. Persons observed doing so may be assessed the cost of draining, cleaning and refilling the pool and/or spa.
Neither Diving (this includes the act of diving as well as scuba diving and related equipment) nor ''Cannonballing" is permitted in the pool or spa.
The use of surfboards, inflatable rafts, beach balls, and other such items is not permitted in the pool or spa.
The last person to get out of the spa must turn the switch off and replace the spa cover before leaving the spa area.
The pool and spa are cleaned and serviced regularly. If the pool is occupied when the maintenance crew arrives, anyone using the pool or spa must leave the area until the work is complete.
Emergency and maintenance equipment in and about the pool and spa areas is for emergencies and maintenance only. Do not play with it.
The pool and spa are not available for any private functions.
Court hours are from 7:30 AM to 10 PM
Use of the courts is limited to 1 hour for singles and 1½ hours for doubles.
A single player must yield courts #2 or #3, to two or more players.
There are no court reservations. Players must sign-in on the dry erase board indicating starting time or else relinquish the court to a challenger.
A waiting list is provided for those players next in line. Players must be present while waiting for the court.
Tennis shoes with non-marking soles must be worn on the court at all times.
No sporting activity other than tennis may be played on the court.
No food is allowed on the court.
Lights must be turned off and the gate locked when play is concluded.
Monetary penalties are "graduated", such that a first penalty for a particular rules infraction results in the penalty amount indicated below, with subsequent penalties for the same infraction increasing by an amount equal to 50 percent of the original monetary penalty (e.g., for a first penalty of $50, the second penalty is $75, the third.is $100, etc.)
Unless otherwise indicated in this Schedule of Penalties, penalties imposed for a subsequent violation occurring less than 1 year after the previous violation of the same Rule or Regulation will include the 50% increased penalty (as described above) imposed for the prior violation.
Fines for violations not listed below will result first in a warning letter and then a $50 fine for repeating the violation, subject to graduated fines for subsequent violations.
